For instance...

If I am posting on a PUBLIC FORUM & some nasty things are said back & forth... the administor of the board gets my ip address, bans it & others are trying to track down who the IP address belongs too.... is this possible?

From my understanding, you can see the city & state w/ an IP address, but the name doesn't appear.. is this right?

And w/ an IP address, can you find out WHO is behind that address?

Any help?
