Now, I don't understand.
In your post #28, you said, you're using Recovery Partition (accessible by pressing F11 key, when your computer boots).
Now, you're saying, you're using CDs.
What's going on?

What is drive X? CD drive?

Now I have installed the new video card. The screen is now clear, but vista still won't load.

How far does it go?
Did you try Safe Mode?

if i try to start the computer without the disks, it says disk error please insert disk and press enter. Once that is done, it goes to the blue HP screen where you have the options of pressing esc for the boot menu, F10 for the setup menu or F11 for the system recovery menu. I press F11 and it goes to a black screen that has a loading windows and black status bar beneath it. After that is loaded it goes to the system recovery screen. It asks if I want to recover the system to it's factory settings and when I click yes and next it starts the process for about 2 seconds and then I get that error message. If I click okay or the "x" to get rid of the message, the screen goes blue for approx. 5 secs and the computer automatically restarts.
Then I get frustrated and turn the computer off. I dont know how to get to "safe mode". Hope that helps.

Let's leave recovery partition alone for now.
Put recovery CD/DVD in, and restart computer.
Watch for:
Press any key to boot from CD
Press any key, and see what happens.

...and you press some button, and it still loads to Windows?
What type of keyboard is it? PS/2, USB, or wireless?

ok...it never loads windows...
As soon as I turn the computer on there's a black screen with "Press any key to boot from CD". So, I load the CD and press enter. It makes a noise from the cd dock like it is loading and then the windows logo comes up with a status bar. It then goes to a screen that is black with "Windows Loading" and a status bar under it. After that it goes to the system recovery menu for vista. It asks if I want to recover the computer to factory settings and if I say no, the computer restarts...if I say yes I get the error message.

My keyboard is USB, but I can switch it to a wireless if you need me to. I have both.

TO get into safe mode, after the bios screen comes up repeatedly tap the F8 key until a menu comes up asking how you want to boot into windows. One of the options will be safe mode, another will be safe mode with networking, etc. You want Safe Mode.

No. You have to have CD in before starting the computer.

okay gotcha...i turned the computer off with the cd in it and then turned the computer back on.

The screen is black with "loading windows" and a status bar, when thats done it goes to a screen with the windows logo and a status bar then automatically goes to the system recovery for vista screen. Again, after saying "yes" to wanting to recover the computer to factory settings I get the same error message as before...

Microsoft Visual C++
Runtime Library

Runtime Error
Program x:/windows/system32/restore7.exe

Abnormal Program termination

Keep in mind that I am NOT in safe mode...Pedro just told me how to do it.

i turned the computer off with the cd in it and then turned the computer back on.

Good. Then, at some point, you should see the message:
Press any key to boot from CD
Did you press some key?
