Please repeat the custom scan, but take out the
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet002\Services
part.

I'm still getting the same error: Cannot create file X:\Programs\OTLPE\cmd.bat

Ok, please open OTLPE and just hit the run scan button, without anything in the custom scan box. Would it work now?
Now, still on the Reatogo desktop, please make a rightclick on the start button and choose "explore". This will open an explorer like the windows explorer.
Navigate to the c drive to the file boot.ini.
Copy this file to your flash drive and post the content into your next reply, along with the OTLPE logfile.
To see the content of the boot.ini file, please rightlick it and choose "open with notepad".
Now, still on the Reatogo desktop, please make a rightclick on the start button and choose "explore". This will open an explorer like the windows explorer.
Navigate to the c drive to the file boot.ini.
Copy this file to your flash drive and post the content into your next reply, along with the OTLPE logfile.

Strange thing. I will do some more research, please try the following in the meantime:
When you boot the system, are you able to hit F8 a few times to access the boot menue? There you should have the choice to boot normally, boot in safe mode and some more. Please try

It won't boot in any configuration
Now I'm not sure if it will boot in c:prompt........can you advise?

I mean this. When you boot the system normally, then you will see this prompt? Can you type something in there?
now I cannot boot up my computer. When I try it brings me to c: prompt and will not allow me to go any further.

When I boot up the computer it brings me to a page that gives me 5 options:
Safe Mode, Safe Mode with Networking, Safe Mode with Command Prompt, Last Known Good Configuration, and Start Windows Normally.
None of them work

I only have what came with the computer and that's the restore CD which includes windows xp however I was told it will restore my computer back to factory settings and wipe out all programs and data.

You can also go here and create a Recovery Console CD. Just click the link provided there to download the recovery_console_cd.zip and unzip that to your desktop.
Then inside the recovery_console_cd folder that created locate and click on the IE icon titled Readme. This will open a webpage, which will provide the simple steps you will need to follow, as well as a clickable link to go to the MS download page where you can select the BootDisk file download appropriate for your operating system. For example, for an XP SP2 Home Edition you would be downloading WindowsXP-KB310994-SP2-Home-BootDisk-ENU.exe.
Let me know when you have burned the CD.
