It appears I have Windows firewall turned on and apparently have an ISP firewall from my provider. I have switched off Windows firewall completely. No change in status and can't get to internet to see ISP's firewall on my modem

Yes.    I have internet connectivity.    One question: What is the recommendation regarding firewalls?    My ISP's modem has a firewall and I have have a firewall with Windows 10 .   Should the Windows Firewall be enabled as well?  It is by default.

You should turn it on in order to block some incoming connections. I am using Norton and it does coming with this kind of feature if you need some third party choices, but the native one is probably good enough for you.
