I have a Dell Inspiron 15 5567 laptop, it works slowly, some component

Right click on C: and select Properties then Tools.  Select Optimize.  On the new page select Optimize.  On mine it only took a minute to report back that the drive was 0% fragmented.

Disk optimization - done. A screenshot called disk optimization PNG is attached.

 

I see your version of Intel Rapid Storage Technology Driver and Management Console is slightly older than the one on the Dell Support webpage so try and update it.

Your computer CPU clock speed is very low, did you change CPU multiplier within BIOS setup utility?

Disable your WiFi and rerun Latency Monitor for 1 minute.

See if you can install:

 

Sterownik Wi-Fi kart Intel 3165 i 7265

 

from the Dell site.

 

Then try latency monitor again for 1 minute with WiFi connected.

Intel 3165 and 7265 Wi-Fi driver downloaded from the Dell Support website.
When installing there was only the "repair" option, I clicked and at the end I got the "fixed" message.
I did a laptop reboot.
 
 
Delay monitor - report attached.
With Wi-Fi turned on.

I am seeing RuntimeBroker.exe which often means an update is in progress.

 

Go into Settings, Update & Security and see if it has any updates in progress or if there are any updates available.  

 

If not let's try resetting TCP/IP:

 

Open an Elevated Command Prompt as before and type:

 

netsh  winsock  reset  catalog
 
hit Enter
 
netsh  int  ipv4  reset  c:\resetlog.txt

hit Enter

netsh  int  ipv6  reset  c:\resetlog.txt

hit Enter

 

 

Reboot.
 
Wait about 5 minutes after getting to the desktop to make sure all of the setup is finished then rerun Latency Monitor for 1 minute.  (Make sure all browsers are closed when running Latency Monitor)

Still looking slow.

 

I am looking at the Speccy log.  It says you have no battery.  Is that correct?

 

Do you have the charger that came with it or are you using a generic (non Dell) charger?

 

Will Speedfan work on your PC?

 

 
Download, save and Install it (Win 7+ or Vista right click and Run As Admin.) then run it (Win 7+ or Vista right click and Run As Admin.).
 
 
I usually use it to monitor temperatures but on some PCs it also shows voltages.  IF it works can you give me a screenshot of the main page.
 

Let's also see if minitoolbox will work:

    The battery is physically in the laptop. But it has long been useless.
    The power supply is original Dell.

    Can you remove the battery?  

     

    A bad battery can cause a slow computer by loading down the power supply.  It is better to have no battery than a bad one.

     

    Appears to be a lot of work to remove the battery but I think it really needs to be done.  There is a service manual on the documentation page on the Dell site that explains how and you can watch a video:

     

    He removes the battery at the 6 minute mark.

     

    I use an old credit card to pry the back off instead of a metal tool.

     

    Also be very careful with the screws.  Haven't worked on a lot of Dells but HP is fond of using many different screws.  I draw a diagram showing where each screw is and then place each screw on the diagram as I remove it so I know where it goes.

    Battery already removed, using your video, your tips.
    And see what good happened:

     

    I heard some noises as I turned on my laptop.
    I clicked Solve sound problems ino and a positive surprise, there is a sound!
     
    The touchpad works fine too!
    The left and right buttons work too, the rest are fine too!

    Youtube - videos load better but slowly anyway, sometimes they stutter, you can hear crackling in the internal speakers of the laptop, but it's still much better.
     
    Unfortunately, the keyboard still does not work. Not all buttons work, min. 7, 8, 9, 0 and F4 to 12 and 7 to 0 and PrtScr, Insert
    Probably, however, I will have to physically replace the keyboard.

    The Internet works faster too.

    Glad to hear that it helped.    Was the battery swollen?  

     

    Let's try getting rid of some of Windows spyware:

     

    Search for
     
    task scheduler
     
    hit Enter
     
    Click on the arrow in front of Task Scheduler Library then
     
    Click on the arrow in front of Microsoft
     
    Click on the arrow in front of Windows
     
    Click on Application Experience.  In the next pane to the right, right click on each Task and Disable.  Should be three or four (later versions) tasks.
     
    Click on Customer Experience Improvement Program.  In the next pane to the right, right click on each Task and Disable.  Should be two tasks.
     
    Download OOSU10.exe:
     
     
    Download and Save it (You will get a popup while it's downloading.  You can X out of it)
    then Right click and Run As Admin.  (I've never tested this on a non-English system so don't know if the software will run)
    Allow it to make a System Restore Point.
    Click on Actions then on Apply Recommended Settings.
     
    Close the program and reboot.
     
    Rerun Latency Monitor and post the summary.
     
    Also give me another Process Explorer log.  Please wait a full minute after starting the program before you make the log.
