When I right-clic on My Computer from the Desktop and
Click Properties then Click the System Restore tab.
Everything freezes up and I get this msg.
Run a DLL as an App has encountered a problem and needs to close.
We are sorry for the inconvenience.

DrWatson Postmortem Debugger has encountered a problem and needs to close.
We are sorry for the inconvenience.

I also get this msg all the time and thought it was being caused by a virus

You chose to end the nonresponsive program, Run a DLL as an App.

Still not fixed but we are getting closer

That used to be caused by a virus, but current definitions will find the virus and deal with it.

Your issue looks more like its an OS issue, so you should post in the Windows XP, 2000, 2003, NT forum. Please let them know in your post that you have already been cleared by the malware people, as that may be the first reply you get.
