Are you on a home network ? as the initial delay is due to registering with a network, after the commencement there is about 10-15 seconds with no real activity whilst it waits for a group response
The blue line is the 30 second cut point


Then you can see the delay before the normal windows elements start

yes, we have a wireless internet connection at home. i don't know if it is considered a network though. also have a wireless printer set up on there.

Yes you will ... I have done a side by side comparison of my system versus yours. Mine is on the left
You can see that my files start loading at 10 secs whereas yours do not start 'till 27 secs
My base files complete by 30secs whereas yours keep going until 63 or 64 seconds
This would tend to suggest that the Hardrive/CPU is a bit on the slow side and what you have now may be the best it gets




And the hard drive is not working as fast as mine

Unfortunately we are looking at the core of the system. The easiest part would be a Hard drive upgrade, but the CPU bottleneck would entail replacing the processor to get a meaningful increase .. Not easy

All the net data looks good, what speed does your ISP give you as a headline number ? E.g Sky which I am on states up to 20Mbits
Also is it at any time or is your ISP throttling down during the evening ?

We could try aninstall of IE10 and see if that assists somewhat
