need help can't update windows 7 internet explorer as i get error

From command prompt running as Administrator try to remove Internet Explorer 9
FORFILES /P %WINDIR%\servicing\Packages /M Microsoft-Windows-InternetExplorer-*9.*.mum /c "cmd /c echo Uninstalling package @fname && start /w pkgmgr /up:@fname /norestart"

Deployment Image Servicing and Management tool

Reboot and try the dism command again.
dism /online /add-package /packagepath:C:\Windows\TEMP\IE10-neutral.Downloaded.cab /norestart /LogPath:c:\windows\temp\dims.log /LogLevel:4 - did this and here are the results:

If you run Internet Explorer and check the version does it show version 9 or version 8?

Can you Uninstall Internet Explorer 9 from the Windows Updates list?
If you don't know how to do it follow the instructions here.

tried uninstalling from updates list and windows update pop up window : "An error has occurred. Not all of the updates were successfully uninstalled."
