There have been quite a few Flash updates this month. Including a security patch just the other day. See here. The last few are listed.
Adobe asking to update on reboot is normal.
To verify the version of Adobe Flash Player installed on your system, access the About Flash Player page, or right-click on content running in Flash Player and select "About Adobe (or Macromedia) Flash Player" from the menu. If you use multiple browsers, perform the check for each browser you have installed on your system.
So you need to do this for Firefox, Chrome and IE.

Hi
If you're still having issues, I'd uninstall it and reinstall fresh.
Go to Start ~> Control Panel ~> Programs and Features locate Adobe Flash Player.
Right click on it and choose uninstall.
Reboot.
Reinstall Adobe Flash Player from here ~> http://get.adobe.com/flashplayer/

Yes, when you reinstall it's fresh and new ~ all updates included
I will wait a few days until i have fully tested it out and let you know if anything odd occurs.
