No APN available, no way to add on Samsung SCH-I415 unlocked Verizon

HI! I have a samsung stratosphere II phone, unlocked from Verizon. When I put in a foreign SIM card, I can get calls and SMS but no data, so no MMS and no internet. There is no APN listed, and no + option to add one. Been online looking for answerd all day. Short of rooting/reflashing I haven't seen a fix. I have already done a hard reset of the device, but still no APN. Any ideas? Even the root or reflash doesn't appear (according to the web) to guarantee a cure.
