What driver it is using? Word on the net is that using the Standard SATA AHCI Controller solves the high Interrupts problem.
turned out I didn't need to do that, but rather 'install different", and found the MS driver in the list.

Sorry for not getting back to you last night. Fell asleep on the couch.
That helped a little.
The DWM.exe is a bit high which may mean a problem with the video driver.
Search for
msconfig
hit Enter
Under the Boot tab check Base Video. OK. Reboot
This should turn off your video driver so it's not going to be pretty but just run a process explorer log (remember to wait 60 seconds for it to settle before creating the log).. You can post it right away or go in to msconfig again and uncheck Base Video then OK and reboot back into normal mode before posting. IF Interrupts dropped significantly then we need to find a different video driver.
Copy the next line:
msdt.exe /id PerformanceDiagnostic
Open an elevated Command Prompt (admin)
right click and Paste or Edit then Paste and the copied line should appear. Hit Enter.
Click on Next. When it finishes, Close. IF it said it made any changes, reboot and run a new Process Explorer log.
Going hiking again today so won't be back until this evening.

Not the video then.
Sorry about the troubleshooter. Turns out you need a special passkey from MS support to run it these days.
What does Process Explorer look like with the battery out and using the standard SATA driver?

First time we've seen it that low! I think we are getting close.
This one is worse:

It fixed 2 things:
service registration is missing or corrupt
and
check for pending updates
