The main question here: is it laptop, or desktop?

In desktop case, if your monitor is hooked up in area 1, then you have on-board video, if in area 2, then you have video card:

You have a separate video card, then.
What is HP model? I'd like to check, if the card came preinstalled.
Did you buy the computer as new? Have any hardware changes been made (like video card installed)?

If it is immediate as in you press the button and you dont see the BIOS screen. It definately something thats not going to be easy. Hows your tech knowledge when it comes to taking pcs ect apart and putting back together?

Do it if you can but if not, get a quote on how much it will cost to fix, then weigh up the pros and cons into wether its better to have the repair or get a new machine.

I can do anything you tell me to. I know where everything is in the computer. i just cant troubleshoot the problem without you guys.... just tell what to do I'm desperate!!!

I see. This is the model with GeForce 7500LE video card preinstalled. It has also on-board video, but there is no port for it, because the space was taken by a sound card. In this case, you can't try to connect your monitor to on-board video - no port.
Said that, you have two options:
- borrow good video card from a friend to make sure, your video card is busted (IMHO, it is)
- buy new video card

No.
GeForce 7500LE goes into PCIExpress slot, but Geforce fx 5200 is AGP type.

Your computer has 3 PCI slots (all taken), and one PCI Express x16 slot, where the bad card is located.

You'd have to get either PCI video card, remove, say sound card temporarily, and put video card there, or get another PCI Express x16 type of card.

If you're not a heavy gamer, this is a decent card, and a good price.
Installing a new card is pretty easy.
Turn computer off. Disconnect power cable.
Remove side panel (two screws in your case):
Posted Image
Locate the old card (that's the one, where you plug the monitor in).
Touch any bare metal (like computer power supply) to discharge any static from your body.
Remove one screw holding the card.

Slide out old card.
Slide in new card.
Secure it with just removed one screw.
Put the side panel back.
Power up computer.
Windows will find new card.
Install new card software from the CD, which came with the card.

Now I have installed the new video card. The screen is now clear, but vista still won't load.

This is the new error message I get while I am in System Recovery (F11). Right after I clik yes to do a full restore back to factory settings this pops up.

Microsoft Visual C++
Runtime Library

Runtime Error
Program x:/windows/system32/restore7.exe

Abnormal Program termination

Please help!! AHHHH!!! I am going crazy.

It looks like some files on recovery partition are corrupt.
Do you have recovery CDs?
