I would say the ASUS M32BF-US005O, mainly because the Dell Inspiron desktop you linked have an Intel i3 CPU, and those aren't meant for graphic editing/rendering it. If you are to get an Intel CPU to do that task, you would have to start, at the lowest with an i5, and ideally, pick an i7. It's clearly indicated on Intel website as well.

personally i'd get the dell.

both will do you fine for the web,

 

as to what you mean by graphics use, neither will make a good pc for heavy 3d modelling/cad work which would require more cpu cores and a dedicated high spec. graphics card.
