It doesn't have the option or the system still will not boot into normal mode?

It does have the option, windows starts normally but then it freezes again.

OK this is just strange because I see nothing in startup that may cause this besides a double drivermax entry.
You might try unchecking both of those and seeing if it will then start up normally. They may be conflicting with each other.

OK we are now at the point we need to do a startup repair.
OK the issue seems to be the Win 7 OS itself that is causing your problem so lets do a Repair Installation by following the steps HERE.
Please read and follow all instructions carefully.

Okay but windows keep freezing when i try to do something; so dont know how to do repair install. Any ideas?

You shouldn't be booting to windows during this.
If you have a OS installation disk your system should be booting to it first and not to windows.

I choose boot from CD at the start but then it doesnt allow me to upgrade.

Is your OS installation disk a branded disk like Dell?

No; but i bought it from my university store.

edit : does it delete my current files?

A repair installation usually will not touch files. It is used to replace or repair any files that have caused the OS not to boot or work correctly.
Reread the Blue and the yellow boxes on the instruction page I sent you. It explains what it will do, what it will affect and what it will change.

Yes; i have read all just wanted to be sure. What do you suggest for me to do the installation. You told me that i have to boot it before windows starts. But it doesnt allow me.

edit: in that post you linked; it tells me not to do in safe mode but i think its the last solution. (?)

Did you go into the bios and change the boot sequence?
To change Boot Sequence in your BIOS

Reboot the system and at the first post screen (where it is counting up memory) start tapping the DEL button
This will enter you into the Bios\Cmos area.
Find the Advanced area and click Enter
Look for Boot Sequence or Boot Options and highlight that click Enter
Now highlight the first drive and follow the directions on the bottom of the screen on how to modify it and change it to CDrom.
Change the second drive to the C or Main Drive
Once that is done then click F10 to Save and Exit
You will prompted to enter Y to verify Save and Exit. Click Y and the system will now reboot with the new settings.

Hopefully you have already put the OS cd in the drive before all this. If everything is setup correctly you will get a black screen with the following message in the upper left corner:

"Push Any Key To Boot To Cd". When you see this then push any key and the cd will take over. Then follow the prompts or if you need assistance we will help.

The problem is; i get the black screen but it keeps telling me that i am not allowed to repair install from boot; and i have to do it from inside the windows. However windows freezes after some minutes when its normal started and cant get into the CD & install part:
