Okay so I tried to install the service pack... Wound up with Error 0x80040490 That came up to a fix it wizard that failed and then steered me toward sending my issues to microsoft to look for more solutions and that timed out and failed... Numerous times...
Thank you both for your help! Hopefully this is all leading somewhere!

Oh, and I ran SFC / scannow as was suggested above and by the windows fixit
It was able to fix some things but not everything and referred me to cbs.log file for details. Interesting: It won't allow me to access this log file. ACCESS DENIED!
My user name should have full administrator privileges on this machine... Come to think of it, I had to boot into safe mode to run the sfc ./scannow because it said I wasn't an administrator...

In order to get the results of the CBS.log text file, here's what you can do.
Open another elevated command prompt (with Admin Rights) and enter the following command :
findstr /c:"[SR]" %windir%\logs\cbs\cbs.log >sfcdetails.txt
Then in your C:\windows\system32 folder, a file called sfcdetails.txt will be created. Open this file and copy/paste the content either here or on Pastebin (if so, give the link).

Okay guys... I guess this issue is officially shelved. This laptop has some other issues and I just went to Dell.com and hopefully solved most of my problems! (and probably created a few new ones!)
Among other things, my touch pad keys are failing and a puppy ate the shift and F11 keys a couple of years ago.... It was time... Windows 8.1 here I come...
Thank you both for your help! Over the years Geeks To Go has saved my life more than a couple of times! I'm sure I'll be back!

Because you other laptop/computer is broken (missing keys from what I can read) you'll have to buy one. My bad, I replied to you late enough to not make the link between Windows 8.1 and a new laptop/computer !
