When I said BCD looked normal I just looked at the part that starts Windows.   

 

If there is something in BCD you don't like you can use BCDEdit to modify it but it would be wise to run

 bcdedit /export "C:\Data\BCD Backup"

in case something goes wrong.  Then you can return to the original with

bcdedit /import "C:\Data\BCD Backup"

Personally I think the best thing to do is to save your data, wipe the drive and reinstall windows.

 

You just need a USB drive with 8 GB or more.  Then go to

Under: Create Windows 10 installation media

click on Download Now.

 

It will ask you some questions and then install the required files to the USB drive.  Go into your BIOS Setup or Boot order setup and tell it to boot from the USB drive first.  Then it should boot from the USB drive.

 

Under the repair options (Advanced) is Command Prompt.  Use diskpart to clean the C: drive:

Then boot again and go to the install option.  Take the bottom of the two options.  You will need the license number from the bottom of your PC.  IF you disconnect the Internet before the install it will let you install a local user.  Otherwise it requires a Microsoft ID.  

 

Once you get it installed (and it can boot without the USB) then you need to go to Settings, Update & Security and Check for Updates.  Normally there will be several updates so keep checking until it says there are no more updates.

 

One warning.  Sometimes Windows will not have a driver for your Network Adapter so it's best to have one saved on a USB or CD before you start.

I found a bit of a workaround for the Latency & out of control CPU utilization & high Ram usage with Utube, I came across this app, Minitube which does not use flash player to stream video

 

Do U know off any Browsers that do not use Flash

so I don't really know of any browser that would still use it.  Most browsers used an extension to play flash.  Check the extensions used by your browser to make sure there are no flash player extensions.

 

I have some old flash videos saved.  They play using VLC which seems to know how to open just about every video file on the planet and never asks you to download other files to play them unlike that worthless Windows Media player.  https://www.videolan.org/vlc/

Where should I look for the browser extensions flash player details

 

Does the installed worthless Windows Media player, play any role in viewing YT videos

 

I can't even get access to your posts when I click on them, I get this stupid white page advising to many redirects & 2 clear my cookies

 

​Minitube uses 10% CPU on YT compared to any other browser I have used & they all start @ 80%, then drops to 40-60%

First search for 

conrol panel

hit enter

(View By: Large Icons)

Click on Programs and Features.

 

Verify that Adobe Flash is not present.  If found uninstall.

 

In your browser, click on the three dots or dashes in the upper right corner.  Depending on the browser you may see an entry for Extensions or you may have to click on More Tools or Setting before you find the extensions.

 

I don't think Windows Media Player gets involved unless the file is saved on your PC.  

 

Have you tried saving a YT video then playing it?  Does it use the same amount of CPU%?
